Swipe And Swap

This is one of the weirdest burglaries I've ever seen. Should I call it a burglary, or a wacky office-rearranging job? He does take stuff, like change, a laptop, some other random items, but sometimes he puts other items in place of the ones he stole. In one case, he took water bottles and moved them from one office to another. In another he took an employee's gym shoes and left his own shoes behind. Sometimes he'd bag some stuff, but not take it. He must have ADD or something. But he's been getting away with this for weeks, so maybe I shouldn't make fun of him.
